The main goals of introducing independent national accreditation in Kazakhstan:

  • Implementation of the State Education Development Program of the Republic of Kazakhstan for 2011-2020.
  • Implementation of an international accreditation model in the context of the Bologna Process (European Standards and Guidelines, ESG).
  • Improving the competitiveness of the national higher education system.
  • Assisting and supporting universities in developing their own quality assurance systems.

Political, regulatory and legal framework

  • Strategic development plan of the Republic of Kazakhstan until 2020, approved by the Decree of the President of the Republic of Kazakhstan on February 1, 2010.
  • The State Education Development Program of the Republic of Kazakhstan for 2011-2020, approved by the Decree of the President of the Republic of Kazakhstan on December 7, 2011.
  • Decree of the Government of the Republic of Kazakhstan dated February 11, 2011 “Action Plan for 2011-2015 for the implementation of the State Program for Education Development of the Republic of Kazakhstan for 2011-2020”.
  • Message from the President of the Republic of Kazakhstan N.A. Nazarbayev to the people of Kazakhstan dated January 28, 2011, in which the parameters of independent national accreditation are set in the education section.
  • Law of the Republic of Kazakhstan "On Amendments and Additions to the Law of the Republic of Kazakhstan" On Education "No. 487-IV of 10.25.2011

Mechanisms for stimulating universities in Kazakhstan to conduct accreditation

  • Exemption from state certification procedures for programs that have passed specialized accreditation and institutional accreditation.
  • Financing of the state order will be carried out only in universities that have passed accreditation:

- at the undergraduate level from 2015.;

- at the Master degree programs level from 2014 ;

- at the PhD programs level from 2014.

In what agencies should universities be accredited?

  • Universities will have preferences of the state only if they pass accreditation in agencies included in the National Register 1 of the accreditation bodies of the Ministry of Education and Science of the Republic of Kazakhstan.
  • In accordance with the Law on Education, accreditation bodies must have their own accreditation standards.

The accreditation principles:

  • Voluntariness;
  • Integrity and transparency;
  • Credibilty and independence;
  • Responsibility of universities;
  • Confidentiality

Definitions and terms used in accreditation of a university:

Accreditation is the process by which the accreditation body evaluates the quality of the university entirely or of certain academic program of the university in order to recognize their compliance with certain standards and criteria;

The following forms of accreditation are distinguished:

1) according to structure:

  • institutional accreditation - accreditation of the activities of the educational institution as a whole in accordance with standards and criteria;
  • specialized (program) accreditation - accreditation of academic professional programs in accordance with standards and criteria.

2) by territorial recognition:

  • National accreditation - accreditation of an educational institution or academic program by national accreditation agencies;
  • International accreditation - accreditation of an educational institution or of a certain academic program in a recognized international accreditation agency.

Accreditation Stages:

Stage 1: Application and conclusion of a university agreement with an Accreditation Agency.

Conducting a training seminar.

             Developing a report on self-assessment of the university.

Stage 2: On-site audit.

Stage 3: Decision-making by the Accreditation Council.
