Strategic direction of Zhezkazgan Baikonurov University in the development of quality management system

An analysis of the experience of world leaders in education and training has shown that the basis for a competitive strategy is a focus on quality through the implementation of a quality management system (QMS) that meets the requirements of international standards ISO 9000 series.

Zhezkazgan Baikonurov University(ZhezU) sets the task of functioning of the QMS as strategic.

Zhezkazgan Baikonurov University is among the first universities in Kazakhstan, implementedthe QMS in the activities of the university. Management system certified since 2006.

Since 2010 QMS of ZhezU has been certified for compliance with the requirements of the international standard ISO 9001:2008.

The certificate of compliance QMS with the Russian Register Certification Association gives the University a reputation of highly professional University that trains competitive specialists (bachelors and masters degrees).

The finalaim of the QMS is achieving a qualitatively high level of education and training of specialists, which allows the Zhezkazgan BaikonurovUniversity to take a worthy place in the field of educational services.

Thus, the relevance of ZhezU certification is, firstly, in the ongoing changes in the Kazakhstan market of educational services and, secondly, in the desire to maintain and develop a leading positions in the field of higher and postgraduate education.

Coordination and management of the university’s activitiesin the field of quality management system is carried out by the Centre for Planning, Accreditation and Quality Assessment.

The head of CPA&QA is Sigacheva Elena Ivanovna.

The quality management system of Zhezkazgan Baikonurov University is a well-established management mechanism that defines the interactions and interdependencies of activities, the authority and responsibility of each employee in the provision of high-quality educational services.

The main activities of CPA&QA:

Improving the quality management system based on conducting inspection audits, applying corrective actions and determinationof their effectiveness

In accordance with the agreement, control of QMS functiong during the whole validity period of the certificate is carried out by the Kazakh representative office ofLLP «Russian Register Eurasia» on the basis of inspection audits.

The aim of the inspection audit is to assess the performance of the current quality management system.

In accordance with the work plan, CPA&QA organises and carriesout an internal auditof the quality management system in the structural divisions of the university.

The basis for the internal audit is an order of the President-Rector.

The aim of the audit: to assess the effectiveness of the QMS and determine ways to improve it.

During the audit non-conformities are detected according to points of MS ISO 9001:2015.

The internal audit materials are discussed in CPA&QA with auditors, heads of structural divisions and quality representatives. Non-conformities detected by auditors are considered in accordance with points of MS ISO 9001: 2015. The results of corrective measures, acts of work performed are approved by the quality management representative. Reports on the results of the IA are drawn up, all materials are filed, and one copy is in the CPA&QA. One copy of the acts according to the results of the internal audit is sent to the structural units. Internal audits help identify weaknesses in processes and work to improve them.

The university defines Policyand Aims in the field of quality. They are aimed at continuous improvement of the level and quality of educational services in accordance with the requirements of the state obligatory standard, legal norms, market conditions, and are focused on long-term partnerships with suppliers and consumers of educational services.
